THE UNHOUSED LIVING TO PROTEST THE ZOMBIE OVERLORDS AT CITY HALL, AND DEMAND AN END TO CITATIONS AND IMPOUNDENTS AND FOR REPEAL OF THE UNDEAD VEHICLE HABITATION ORDINANCE

On Halloween, unhoused San Diegans with vehicles will gather at Balboa Park for a rally and press conference starting at 10:30 a.m. to protest the Zombie Overlords at City Hall, and to demand human rights for the living. A caravan of RVs and cars will depart at noon for a route around City Hall.

Last February, San Diego City Council repealed its Vehicle Habitation Ordinance after a federal judge found it unconstitutional and ordered that the City cease enforcement. But the Zombie overlords on City Council and the Mayor’s office refused to let the ordinance die. They replaced it with a new Undead Vehicle Habitation Ordinance even more deadly and unconstitutional than the first.

This draconian new Ordinance excludes people with disabilities, seniors and low-income families who cannot afford San Diego’s sky-high rents, from most areas of the City any time of the day or night. It provides that unhoused people who shelter in their vehicles may be arrested on misdemeanor charges, fined up to $1,000 and given sentences of up to six months in jail for the “crime” of living while poor.

Zombie police are already on a rampage, mercilessly impounding homeless people’s RVs or other vehicle for unpaid tickets and throwing people onto the streets. The unhoused living are already being threatened with arrest. The Zombie Apocalypse threatens to destroy more lives. It must be stopped!!

The unhoused living should be able to survive without fear of criminal punishment for the acts of living. They will be demanding a repeal of the Vehicle Habitation Ordinance! Housing, not handcuff!

“This Undead Ordinance should frighten everyone to death,” said Ann Menasche, Senior Attorney for Disability Rights California. “It violates the basic human rights of San Diegans simply because they are poor and disabled. And it is deadly, throwing more people unsheltered onto the streets. Yet what we’ve gotten from the City is All Trick, No Treat. It is time for this City to end its Zombie War on Unhoused San Diegans and end it now!”

The Rally will feature people living in vehicles, and community supporters. The Protest is sponsored by the San Diego Housing Emergency Alliance (SD HEMA), a grassroots coalition of San Diego organizations and individuals, including people with disabilities, tenants, low wage workers, LGBTQ individuals, students, people of color and people who are or have been homeless. SD HEMA’s goal is to grow a grassroots movement to recognize housing as a basic human right. It is co-sponsored by a newly formed organization of RV dwellers, the San Diego RV Union.
